Juana Díaz, Puerto Rico – The municipality of Juana Díaz, located in the southern coast of the Caribbean island of Puerto Rico, obtained the latest technology on the management of income collections in the municipalities of Puerto Rico. The municipality transformed its collection process with Ingresys®, a solution developed by Rock Solid Technologies, Inc. over the Microsoft Dynamics GP platform. The tendency of integrating technology in government’s processes is growing as an effect of the current economic pressures imposed on municipalities, and agencies, to continuously improve their services and, in turn, increase operational efficiencies, and the productivity of their employees. The ease of use, intuitive screens with the collector’s terminology, minimum initial investment in capital, and rapid deployment, made the hosted solution Ingresys®, a very attractive alternative for the municipality of Juana Díaz. Juana Díaz, with a population of over 50,531 citizens, and thirteen districts, used to operate its collections’ processes practically by hand, and with the uniform account system, known as SUCUM, given by the Office of the Municipal Affairs Commissioner (OCAM) to all municipalities. The constituent’s payment process started when the secretary created the record in SUCUM. Then, the collector made the collection, and gave a manual receipt to the constituent. By the end of the day, the collector submitted all payments into the system. On the next working day, the secretary verified all entries, and printed any municipal licenses solicited. The citizens used to wait around 3 to 4 working days to receive its municipal license after being requested. Acknowledging the importance of keeping up to date the collections in the municipality, and how crucial it is to provide excellent service, the mayor and his staff agreed to replace current’s equipments with Ingresys®. With this system, Juana Díaz’s collectors are entitled to create transactions, generate receipts, and print, automatically, any municipal license, by the time the constituent makes the payment. The collections process has accelerated 80% with Ingresys®. “Ingresys® is a very useful working tool” said the director of Finance, Francisco Torres. The solution enabled the municipality to automate the various tasks of the income collection process, such as: entry of transactions, generation of reports and detailed receipts, and accounting of various financial subsystems. Because the process is not carried by hand anymore, the mayor has more visibility of the record of payments received, or due balances, and can be more proactive about the municipality’s finances. Since the implementation/deployment of Ingresys®, the employees of the Juana Díaz Municipality’s Finance Department have the tool to execute their obligations more efficiently, and be at the forefront of today’s municipal technology. Once again, Microsoft Dynamics GP proves to be the tool that every municipality must acquire to make its administration a more proactive one.
