The contact center concepts are based on a toll-free number that citizens can dial, traditionally that number is 311, but it can be any number dedicated to serving information or service requests. Using 311, citizens can submit claims and complaints, provide suggestions and make inquiries related to local government services and responsibilities, as well as request those services.
